Our Team

CRCS was formed in 2022 between Dr. Saadia Eltayeb and Dr. Leslie Patton, a chemist and toxicologist respectively, with combined experience in this industry exceeding 30 years. The partnership was founded on the core values of scientific excellence and business integrity. Their objective is to ensure that clients successfully fulfill the regulatory compliance obligations relevant to their industry.

Saadia Eltayeb

Dr. Saadia Eltayeb specializes in the preparation of Pre-manufacture notice (PMN), Low Volume Exemption Applications (LVE), import/export requirements, compliance with rules and orders under sections 4 and 5 of TSCA, compliance with TSCA section 6 rules, compliance with record keeping and reporting requirements under TSCA section 8(a), 8(b), 8(c) and 8(e) in addition to polymer exemption eligibility determinations under TSCA.

​Saadia also has extensive experience with the preparation and submission of New Substances Notifications (NSN) under CEPA. With a Ph.D. in analytical chemistry and a M.S in Solid State Science and Organic Chemistry, she leads clients through their regulatory compliance obligations for introducing new chemicals into commerce in the US and Canada. Saadia has extensive experience conducting TSCA compliance audits for chemical importers and manufacturers.

Leslie Patton

Dr. Leslie Patton specializes in human health risk assessment, particularly in applications related to food contact, food additives, pesticides, consumer products, and cosmetics. She has extensive experience developing food contact notifications (FCN) and GRAS notices and routinely works with the US Food and Drug Administration (FDA) on behalf of industries making such submissions. She is an expert in 21 CFR compliance issues for food contact substances.

Leslie performs quantitative risk assessments for new chemicals as part of the preparation of Pre-Manufacture Notices (PMNs) for submission to US EPA.. She assesses hazard, exposure, and labeling for a variety of consumer products including cosmetics, personal care products, household cleaners and dietary supplements. She develops data waiver rationales for human health and environmental toxicology requirements for registrations of conventional, antimicrobial and biochemical pesticides, and writes inert ingredient petitions for these products.
